NDLR : L’État ottoman offrait une garantie sur les bénéfices des sociétés des chemins de fer, calculée en fonction de la distance construite et exploitée. Par exemple, pour les chemins de fer de Bagdad, l’État ottoman garantissait un bénéfice de 16 500 francs/km. Au cas où la société réalisait un bénéfice par kilomètre inférieur à 16 500 francs, l’État ottoman versait une subvention compensant le manque. Selon les calculs de Yahya Tezel, entre 1899 et 1909, sur un total de 26 millions de £ de bénéfices réalisés par les sociétés des chemins de fer, 10 millions étaient versés par le gouvernement ottoman au titre de la garantie kilométrique (soit 38 % du montant des bénéfices).
